Mythic has chosen a way to create that bottleneck to PvE progression while at the same time not affecting RvR at all. This mechanic is the ward buffs. Each piece of the below sets offers 1 ward buff, with the exception of the belts, which do not offer a ward. This means you have 5 total wards possible per set.
The wards themselves offer no benefit at all in RvR, but they allow for a drastically reduced damage in PvE content. For instance, a mob who is normally supposed to hit for 1000, with 0 wards might hit for something like 5000. Once you start adding wards, it will reduce that 5000 down to 1000 with 5 wards. Wards only work for the Tier they drop in and the next Tier in progression. I'll list the drop locations of each tier of ward below.
Tier1:
Bloodlord (PvE):
-5 piece set drops in Bastion Stairs (24 hour lockout)
-Helm / Shoulders / Chest / Gloves / Boots
-All pieces are BoP.
Annihilator (RvR):
-5 piece set drops in RvR combat and Keep PQs
-Helm / Shoulders / Chest / Gloves / Boots
-Boots are BoE.
-Gloves are from RvR vendor at RR32.
Chest/Helm/Shoulders are from T4 keep PQ gold bag.
Tier2:
Sentinel (PvE):
-6 piece set drops in Warpblade & Crypts (3 day lockout each)
-Helm / Shoulders / Chest / Belt / Gloves / Boots
-Warpblade tunnels (Blowhole tavern side) drops Helm with a chance at a belt.
-Warpblade tunnels (Mastiff's End side) drops Boots with a chance at a belt.
-Sigmar's Crypts drops gloves, shoulders, chest with a chance for belts.
Conquorer (RvR):
-6 piece set drops in RvR and Fortress PQs
-Helm / Shoulders / Chest / Belt / Gloves / Boots
-All pieces are BoP
-Boots require RR45, and drop from players killed in RvR combat, BoP so do not roll need unless you're the class that can use them!
-Gloves are from RvR vendor at RR46
-All other pieces are from Fortress PQs
Tier3:
Darkpromise (PvE):
-6 piece set drops in Lost Vale (5 day lockout)
-Each miniboss has a chance to drop gloves.
-Need confirmation on other drops
Invader (RvR):
-6 piece set drops from RvR combat and Inevitable City PQs (??? need confirmation)
