It'd be the Secret Service, and they don't really bother with Tazers. If they thought the guy was a threat, either overwhelming or deadly force most certainly would have been used.

Side note- apparently in the middle east having a man slap you with a shoe is a HUGE insult, which I guess is why he did this?

yes it is very significant. Remember when the statue of saddam was pulled down in Bagdhad and the head was dragged around the streets? You'd see clips of people running up to it and hitting it with their shoes and sandals. It's kind of a big deal in that culture, thought since it apparently seemed petty, it didn't receive a ton of coverage on our end.
