Devastate in PvE

Just curious how this works in PvE. If you hit a mob with it and they live 10 seconds and the debuff drops do they get that HP back?

I know if you get buff it gives you HP, but I'm curious if it works in advance. If they don't get wounds back then this is a huge (probably aggro free) attack every 10 seconds. ~2K ish.

Devastate knocks off the wounds like an instant x amount of damage, which can't be healed. After the effect wears off, the health isn't gained back, but can be healed back to the original amount of wounds. If the enemy health falls below the amount that devastate takes off, then using devastate won't really have an effect except for lowering the amount of wounds that can be potentially healed. In PVE it won't continue to apply the wounds debuff after the boss falls a certain percent (probably about 1% at most considering how much health they have), instead it'll just do the damage portion of the skill which is mediocre. I think it's worthless on bosses in PVE and great as an opener for RVR.
